Are my employers breaking the recruitment law?

A couple of things have happened in work recently, leaving people scratching their heads as to whether the law is being broken.

In short, a colleague has applied for a new position in our new office in Gloucester. The job was for a 'Training Assistant' and she jumped through a number of hoops to meet the demands. As a previous member of the current office training team, she met the requirements in terms of experience and stood head-and-shoulders above the other applicants. Her feedback from the interview was very positive.

Now she's been offered the position at £5,500 less than it was originally advertised.

Four positions were available and it's unknown whether all positions have had their salary offer reduced, but it's known that people outside the business have been offered the job. It's 'believed' that these salaries haven't been reduced, but this is all supposition.

Coincidentally (? huh?) a new position has been created to fill a gap in the new structure at the new office, with a £22,000 salary offer for a Coach Co-ordinator. This job wasn't advertised recently, but has been offered to a candidate who was declined for a Training Assistant position. The 'rumour mill' has it that the £5,500 pay cut for all four applicants *may* be to pay for the salary required for the Coach Co-ordinator position. Again - this is just rumour.

The question is - can they reduce a salary after she's been told she can have the position and that she is the 'strongest candidate'?

Furthermore, what happens if they haven't reduced the pay for the other applicants. Are there laws of 'parity' in the pay scale in jobs for all four people with the same job?

Any advice appreciated. ;)
