We're just back from a sort of grand tour of England, and noticed something which to me is a new phenomenon. I know it's only small sums of money involved but it seems to me just another example of the joyless grasping attitude of local authorities nowadays.

It's to do with car parks and having to input your car's registration number in when you buy a ticket. This is presumably to stop people handing on tickets to other people when they use far less time than they anticipated. It just seems unnecessary and removes the possibilty of one of the small good turns that you might do for somebody else, just so the local authority can wring a few more pence out of you. And that's before I get on to ticket machines which are set up so that they don't give change even though they can be set up to do so.

Sorry rant over....it's just every single tiny bit of discretion people might have is being slowly strangled by money grubbing soulless apparatchiks. Can anyone defend this?
