A possible way to deal with drug abuse?

It's struck me that the overwhelming majority of crime against property and a significant amount of crime against the person is carried out by drug addicts. Too often the crimes are minor and the individual is given a token punishment, a caution or a verbal warning, when what is needed is help for the individual.

My idea is quite simple, though expensive in the short-term. I would pass legislation declaring drug abuse a mental health issue and enabling doctors to section anyone they feel needs more than guidance to give up the habit. By putting people into secure healthcare until they are clean and no longer addicted, I feel crime will be reduced dramatically.

Another advantage of my idea is that people are not being criminalized for a situation where they are often a victim as much as an offender. I think that these people often need rehabilitation much more than anything else, though I do think they should be held responsible for serious crimes they commit.
