In EU copyright law, the feasibility of a copy is apparently a reason to impose a cost on the purchase of blank media, irrespective of its eventual use. This goes well beyond any presumptive licence that a buyer might reasonably assume about buying a CD, and how she/he might reasonably use it. |

I think, basically, that we pay a supplement on blank tapes and discs because we might use those blank discs and tapes to copy music onto. Music that belongs to someone else. |
