Can anyone advise me if it is an offence to switch someone elses electricity off?

I have a neighbour from hell, long story!!!!!!! however his latest antic has involved opening the electricity meter cupboard which is outside the front door of my flat and keep switching the electricity off.

The cupboard is locked with a standard 'square edged key' that all the flat-owners and electricity suppliers have.

My questions are:

- is it an offence to switch off someone elses electricity?
- would I be able to lock this cupboard?
- does anyone work for a Electricity supplier - is there another lock I can have fitted?

Currently I have placed a note in the cupboard starting that the person who keeps turning my electricity off is being childish and if they take offense to the notice ... 'What are they doing in my cupboard reading this note'.

Any advice appreciated.
