UNIT vs Torchwood

I'm copying a post I made to the other, geekier, messageboard because once I started to write it I couldn't stop so thought I'd open it up to you guys.
The question was, given the events of the Sound of Drums and The Last of the Time Lords, whether there was a use for Torchwood anymore. Unit has First Contact principles, great big fuck off aircraft carriers in the sky etc etc. And given Torchwood 1 went all boom, Torchwood are left with 5 horny people in an abandoned tube station. In Wales.
These were my thoughts:
UNIT is, by it's very title, a United Nations organisation and beyond the control of the British Government. Indeed, the American President took control of the situation in TSOD out of the hands of the British Government and placed it in to the hands of the UN.
Torchwood predates UNIT by decades and was set up as a tool to further British interests. Ok, it's evolved a little since then, but the fact is we're told at the start of every episode that it is Beyond the United Nations. UNIT needs bilateral agreement to do things, treaties, paperwork, a voice and veto from every country that's involved and is at the command of politicians, career soldiers and diplomats. Harriet Jones, because she was working with UNIT at the time of the Christmas Invasion, had the support of the UN in making First Contact with the Sycorax and was able to resist calls from the American President for him to take control. Mr Saxon, because he was working behind the back of the UN, and UNIT, had no similar authority when making official first contact with the Toclafane - hence the UN, and the American President as their Ambassador - were able to take control of the situation and force the UK to take a back seat.
Torchwood has no such controls or limitations, or international political interferance. It has to justify itself to the authorities from time to time (when the rift opens, UNIT are among the organisations demanding to know if they were behind it) but it has no obligation to report to them, or answer to them. They answer to the British Hierarchy, if requests are made of them (Sycorx Ship explosion & mission to the himalayas) but we've never actually seen evidence on screen of Torchwood following any other agenda but their own. Torchwood can be first on scene because they don't have to get clearance from higher authorities. We've seen Torchwood bypass the Military: UNIT is the Military.
Sure, UNIT may have the tanks and the might, but Torchwood have the flexibility and independance to ensure that what has to be done, can be done. |
