My son lives in a care home and up until recently no one has voiced any concerns about us having a webcam on his PC.

He is mentally handicapped so can't really give consent to anything but does enjoy interacting with family members on MSN.

This past month or so I have had the feelings that something was going on behind the scenes. In a meeting today I found out what.

It appears that some staff members have been objecting to being viewed by the planet because my son has a built in webcam and, as far as they can see, if it is there then anyone can access it and see what is going on and they've been in touch with inspectors and discussed human rights violations and so forth. It could safely be said that these are people how do not have a computer and don't know the first thing about them.

I know quite a bit but need to have something concrete to throw at them to reassure them that really, the webcam is unlikely to be accessed by anyone except family members on MSN. All the normal privacy options are as tight as they can get on MSN.

He has Vista Home Premium running on a new Sony Vaio. The windows firewall is on and he's using a talktalk broadband connection.

What I need to know is, how easy would it be to someone who wanted to if they were to activate his webcam without anyone there giving permission? Is there some software firewall which would prevent that or some tweak or other which can be done to lock down all internet traffic with the exception of MSN?

I really need to be able to prove this to them because they reckon they've spoken to their IT team who are telling them there is no such thing as a secure connection where access to a webcam can be assured. If there is a book or something then all the better.
